Born in 1936, Miyagi, Japan. He made his directorial debut for Amai Wanain (1963) and he founded the Wakamatsu Production in 1965. As an emotional prop of Japanese independent cinema, he has made many low-budget films without being bothered by social morals and customs. He fueled many controversies with more than 100 works, including The Red Army/PFLP: Declaration of World War(1971) and Angelic Orgasm, which became the first ATG film in 1972.
